To check the primer bulb, place one pipe at a time on the tip of your tongue.....easy to tell if its actually pumping or not, and the valve should maintain the vacuum.
Some carbs - the Zama RC2 series for example - don't pump direct from the tank, but through the carb first, which is a bit of a pain.
