It was done to death, a few years ago by the last government. They decided to shelve the plans because they perceived them to be unpopular. The Lords are limited in their ability to block the will of parliament.

I'm not suggesting a future government or current government should do the above, but this is a mechanism for amending the HRA without leaving the ECHR.
Many believe that Blair's HRA went too far, by making the HRA survive other legislation. Since so much of our public services are governed by statutory obligations. I tend to agree.

I made no suggestion that the path would be easy. I suggested there was no need to withdraw from the ECHR. Just change the status of the HRA. Any government that has it as a manifesto pledge will find the Lords unwilling to hold it up too long.
