yes its actually quite a muddled article and the first attempt was even worse.

I think part of the problem is they don't know people have left until say - they tell HMRC to do one, when they demand a tax return.

All the stats produced by the ONS are utter garbage these days. They keep retrospectively revising the monthly job losses/gains, sometimes the adjustment is greater than the original published figure.

Either they're utterly incompetent or they're knowingly publishing lies.

Let me help:

People on the lowest pay getting tax breaks so they pay less tax and keep more of their money.
People who have had 2 or more job offers, but turn them down, because they prefer to be on benefits, having their benefits cut because they have turned down work.

So thats the poorest people having more money, because being in work, should always be better than being able to work but choosing to be on benefits.
