Spark's advice is sound & in line with NIC guidelines - connect any unused cores to earth.

AFAIK, its available but only just, not that easily and not cheap, depending on what you are doing you might choose to run 2 twin and earths, or use a different wireing method such as SWA, MI or singles in conduit

I don't belive its actually a requirement to do it though.
 
Although the reply from baxpoti seems to indicate it is actually wrong to connect spare cores to earth?
