It's one of those 4D plates
A bolt would probably have ruined the 'look'.

I saw one a few days ago, with what looked like a spider's web or similar all over it; rendering it completely unreadable to a passing glance, or even a more concentrated look.

Should be stopped - with a .50 cal. round through the engine block - and given a week to sort their shoite out.
(A week, as I'm a fair and reasonable arrishole )
