To those boiler installers out there, if a customer asked you to install a boiler somewhere that you knew would block as aspect of the regular service, would you do it anyway or refuse? What would the regulating body do if a complaint was made to them on this?

Clearances are defined in the manufacturers instructions, but if a complaint were to be made, usually gas safe. Are you asking for yourself or someone you know?
 
Myself. It would seem obvious to me to say "you won't be able to reach the condensate trap if I put it there, which is part of servicing. Okay, sign this waiver".

On my model is at the back, bottom left. It's an external boiler and the back panel is removable. Had it serviced recently and he told me it should be emptied but he can reach it
 
refuse because manufacturer would void warrant if they visited, gas safe could possibly force repositioning if they done inspection visit
