If it would be cheaper for the {council ?} whoever, to have their own vehicle, would that be back to crap management?
One of my external auditors used to run the labs for a council in the south of England.
When he took on the role, he had to put a stop to some of the wasteful practices there.
One that I remember was an older guy who had sorted his diary so that one day a week, he was collecting water samples from two sites. In his own car, at 40-odd pence / mile, at either end of the county.
Took him all day, and c. 150 miles, for two little bottles of water.
(This conversation came about, when I asked why he was driving an old Renault diesel, rather than the posher stuff his colleagues were trotting around in.)
