Lots of reasons. Race was partly to blame but that in itself was not the primary issue. Mainly because the police didn't believe the victims and the victims themselves were not reliable or forthcoming. The reasons for this were because they or their families were threatened etc or the victims were reliant on their abusers for money or drugs or alcohol.

You miss the point, the police described the victims as scum, so didn't investigate properly. Because the investigation was bad the CPS dropped it. The allegations that race blocked some investigations was in the Jay report, but that was a later stage.
