Re-painting Bathroom ceiling (flaking paint)

Haha! Okay it was just incase there was another obvious thing that people might do to cause this to happen when applying the new paint.

Actually I have another stupid question! Does the filler (once dry) need an initial mist coating/primer before painting over with the zinnser?

A conclusion: Stripped paint (quite a bit in the end), use filler and re-paint. Has held up so far so will give it a bit more time and touch up some other areas but generally think it's fixed and in a condition that I can live with.
