Risco Lightsys2 - Loudspeaker always at 12VDC, when alarmed it goes to ~13.8VDC

Trying to find a manual for that bell, only thing I could find referred to a wireless unit or dummy looks cheap.

You need to get the manual for the bell or at the very least open the bell and take a picture.

Need to know how it’s wired if it’s wired? Although it sounds as it’s hard wired from the op.

It's very difficult to reach but it's definitely wired.
There's a normal alarm cable that goes (allegedly) towards the bell and the colours are:
- red (positive pin 19)
- blue and black together negative pin 20
- orange goes to a resistor that goes to pin 21 (tamper)
- green goes to 24
- brown - goes to pin 18
 
By the way - since the bell works (correctly - as in makes a loud noise when connected) - am I incorrectly thinking that the problem is with the board? Or do you think the bell should indeed be silent when there's 12VDC coming and only make a loud noise when there's 13.8VDC on the wire? Would be unusual to say at least..?
 
Clearly your not listening, the only hardwired manual I find for a bell box that looks similar had 3 wires and your quoting 5.

But without knowing what the siren is ? You could use the relay option as above and either can be used
 
These screenshots are indeed from a pdf I have and they match my board. The BELL/LS connectors are positive and negative vdc and they are connected as per the diagram (at least based on the wire colour).
DIP SW1 toggles between Bell (on) and LS (off) but on a voltmeter I haven't noticed any change in behaviour.

Sorry - I'm not sure what relay option you mean?

I guess there is a chance that the board is defective but I have to admit it's defective in an odd way
 
as pointed out the wiring diagrams do not mean anything without identifying the options available in the bell box.
 
Okay, I a going to guess that your bell box has the three connections only.
positive, bell tamper and bell trigger only.

you have a permanent negative and a permanent positive to what effectively is an old fashioned on off bell. When wired is bell permanently on, not wired off.

you need to remove the LS- (permanent negative) and wire to the U01 and program up the output for bell.

post back as you go along so we can attempt to guide you through this, be aware the assumption is being made that the bell box only has those three connections available. Personally longer term I would swap the bell for something better.
