Set up information for carb / throttle cable.

I have a spare carb of which I’ve just fitted.
I’ve used same linkage just swapped carb & issue is the same.
 
I’m out at present but I have this photo on my phone.

If the throttle cable doesn't move that slotted plate on the right, then the governor is keeping it running flat out.
The throttle is wide open in the pic.

How do I then fix it.
I’ve changed the carb but used same linkage so issue must be something else.
Coming out the side of the engine is a vertical arm.
This arm has a thick rod that goes to that arm in the photo.


I need to sort this as today I was running when using self propell
 
With the throttle cable disconnected the quadrant should move freely from idle to flat out

Ah ok
Well it doesn’t move.
If I move it by hand toward the screw then the revs come down.

So you say governor set to high.
How do I then fix it to sort out my issue.
 
Free to move.
Do you mean with engine off I should be able to move it
 
I think we need to stop & re think this.

I purchased another mower which started up fine & throttle lever did what it was supposed to do.

When home i used the purchased engine in my mower with my carb. Started up & High revs. So I then used the carb that was on the purchased mower but still high revs.

This tells me surely it can’t be the governor as it’s the same governor that was on the engine that I viewed & bought & worked fine.
