As usual, it's p1ss poor planning.

As soon as it became apparent the numbers were increasing, the government of the time should have instigated emergency planning and implementation of basic, clean, safe, manned temporary accommodation for these people in places like disused airfields etc. Coupled with a ramping up of staff to process applications.

But no, don't be silly. We won't do that. We'll put them slap bang in the middle of towns. We'll leave them there for months (years?) Perfect conditions for tensions to rise.

Certainly the presence and activity will work as a deterrent. It has done for Greece and Italy.
