Hamas rockets do not fly very high and little warning. A helicopter is a much easier target. Things like that sort of defence are not far off automatic.Its often BS when sountries say their weapons/radr can do this. that and the other often overstated ability.

Yep, flying low has been a common practice for aircraft since WW2, to prevent radar detection especially from ground based sets, avoiding visible spotting, using terrain as a masking tool, avoiding lock on for AA missiles that can't operate too low and probably a million other reasons.they can also be flown, low, above a main road, and smart radar may think it is just a truck, especially if there is other traffic on the road.
