Maybe it isn't about proving a simplistic theory. What about the murderers who are released who go on to kill again, sometimes multiple?

I can see that reoffending of murderers could be an argument for capital punishment, tougher sentences or a review of the probation service.

However reoffending rates dont have anything to do with the idea that tougher sentences are a deterent.

What we should be looking at is that half of young offenders in youth custody were in care.

Yes it would be better to try to nip it in the bud where possible. Education is the key or build more prisons, may as well
do both whilst they're at it. As life gets tougher for them with little hope of a good economic environment it's unlikely to happen.
