In out back Australia the road trains would have their lights on in Broad sunny day light... You would see the lights before you see or heard the truck. That convinces me that lights on will save life's.
I dont come across many boats or ships on the roads around my way, so I dont think it would reduce portholes

Adopt that law from Finland (??) were bye every one gets a minimum payment of 800 squid a month from the state
I think along the lines we all get a pot of money that we can draw every month. This will be your dole money if you choose not to work. If you choose to save it for a Pension there will be insentives. This pot will not last for ever.
