You don't need a White Lives Matter banner flown around in the UK because white lives inherently do matter - there is no systematic racism against white people in the UK.

Institutional racism is a state of affairs, of an organisation, a culture permeating throughout that organisation.

Decriminalisation is a policy enacted towards certain criminal activities, e.g. homosexuality, abortion, prostitution, drug possession, gambling, etc.
There is no such thing as positive decriminalisation. If it used, it is used as an adjective that could be applied to results, consequences, outcomes, etc. E.g positive decriminalisation effects of prostitution has resulted in........

If you don't read my comments, or at least more than the first two lines, how can you judge the whole post.
It's a rhetorical question because the answer is obvious, you dismiss my comments because you assume that you wouldn't agree with them.
It's a rhetorical question also because it was the third line of my post, and by your own confession, you have difficulty after the second line.
