It could easily be that school kids in the South East are just taking no notice of the Covid-19 rules.
And not just by those not "following the rules", I'd bet.
Apart from staying the fudge out of everyone's way, the rules only "work" because most people are unlikely to come across anyone with the virus anyway, imho.
