Was this a case of and all the rules procedures properly followed but they were inadequate?

Not much point in tweaking rules if they arent going to be implemented.

Whatever the reasons, we balance personal liberties against risks and harms. We do not have, nor I suspect would most people want, a society where we ban things which are not 100% necessary when proper regulation and management reduces the risks and harms to a very low level.

If a case can be made, that is one thing, but whenI look at transam and bosswhite I see people driven by animus and ignorance.

It dosent matter that you call me animus and ignorant, at least I am not defending someone that has murdered five people

Such firearms are referred to as cap & ball (successors to flint-lock ignition) & officially classified as muzzle loading firearms.
To the best of my knowledge there hasn't been a single crime committed in the UK involving their usage & for which a section one firearms certificate is required.

The handgun ban after the '97 massacre was a political knee-jerk reaction & did virtually nothing to stem gun crime in the UK as the vast majority is committed by persons using un-licenced (or illegally modified, previously de-activated) hand guns.

These poor souls are dead because bureaucracy failed to protect them from someone that was obviously mentally disturbed & should never have been allowed to own a shot-gun, requiring the granting of a licence/certificate, which is incidentally a lot easier to obtain than a Section 1 FAC.
When I next renew my FAC a declaration from my doctor relating to the state of my mental health must also be submitted.

What on earth goes on between your ears that leads you to equate opposition to your views on gun control which are driven by your animus hostility and ignorance with defending a mass murderer? Just how much of a stranger to logical thinking are you?

All gun owners should have a phsycological test every 3 months

to evaluate there mental stability
