You aren't seriously suggesting he would/could have used chemical weapons against the west, or that this was a proper basis for the invasion. Even Bliar admits he did it because he thought it was the right thing to do. Iraq2 was more about bush junior avenging the humiliation of bush senior than anything else. 9/11 was a timely reason and a useful excuse.
