I've never heard of anybody whose job it is to assess the risks of transferring prisoners from one type of prison to another etc losing their job for saying "I think it would be unsafe to move this prisoner to a Category D prison." Or "I think it would be unsafe to move this prisoner out of the segregation unit." Or "I think it would be unsafe to grant this prisoner parole." Or "I think it would be unsafe to grant this prisoner day release." Or "I think it would be unsafe to allow this prisoner to attend the funeral."
