No one is saying that paying the ULEZ fee stops it being harmful. Its the same strawmsn you're whining about.

If they were serious about clean air then they could build massive park and ride tube / train/ bus terminals and provide then for free.

Khan has addressed high levels of air pollution in London and has been shown to have made a marked difference in bringing those levels down.
