Probably not, it's more likely someone on holiday.

This outbreak is believed to be the mild form of Polio that you can get from the old style Polio vaccines. Those are more effective, but do occasionally give people mild Polio infections. Which is why most western countries use a newer form that's slightly less effective but can't give you Polio.

Which means whoever brought this in was vaccinated recently (because they haven't had time to fight it off). Most of the programs using the live vaccine are in Pakistan or India regions. It's probably someone over to visit family, for work or tourism.

Anyone who's traveled overland to France and found an inflatable to use will have had the vaccine too far back.

But I suppose hating refugees is easier than hating tourists, at least if your not a regular user of the London underground.

Yep, it really wasn't helped when Americans used a fake vaccination program to find Bin Laden.

It's the only conspiracy theory about vaccinations that has even been proven as far as I know.
