Anyone can apply for a patent, quacks included. It's relatively simple.

"The judgment for the claim has not changed." That means he's still a lying fraud. He did not invent mRNA vaccines which he claimed.
mRNA was worked on for 30 years before he came along, the patents which he shares with others, are narrow and don't apply to the current vaccines. Nothing like a "platform".

Yep, all you have to do is carefully document it and prove it is in some way unique, you do not have to prove the theory or the device actually works - then pay the patent fee.
