1. Wago connectors are left in the zone without enclosure, either under capping, behind stub & plasterboard, or buried under plaster.
3. No CPC where new lighting is installed (although current lighting circuit has no CPC).

My electrician is registered with ElECSA. He's come back to me admitting the oversights and wants to put it right saying he forgot to check the work of his apprentices. He will add wage boxes behind plasterboard but he says leaving connectors under capping is fine. Is this true?

He will also add CPC from nearest socket for the new lighting. Is this also acceptable?

If buried then connectors must be maintenance free (eg Wago). All junctions must be in an enclosure. Wago connectors must be in a Wagobox for them to be compliant as MF.
Capping is not an enclosure.
Your ELECSA person is trying it on. Admitting oversights? ROFL.
 
I do not make ridiculous posts. Here is an example of manufacturers instructions being wrong. This is for an oven supplied by the well known DIY store B & Q.
