Bare wire heating system gives fast heat up time, really?

Was looking at a problem getting enough DHW to a sink, and it seems one of these has been fitted, 1772380874767.pngI was looking at the picture to see where powered, as it seems a lot of work to bring in a 4.4 or 6 kW supply, but I am hoping the bare wire is not what I think it is? I would have expected to find a mineral insulated nickel chrome heating elements not bare wires. Has this really got Approvals CE, UKCA, WRAS?
 
I don't think there's any shock risk if earthing and disconnection are in order same as any appliance

Seems any risk of tripping depends on the IR conditions present with the water ?
