Can this be true?

When I look at the source document (not your gossip website) I can't see UK mentioned. Can you?

However, I can see that exports are permitted under "to fulfil supply obligations under a joint procurement procedure"

Could that include the one that No. 10 wouldn't join?

Very sad that the EU offered the hand of friendship and co-operation to the UK, and it was not accepted.

The article was written by a recognised and qualified Legal expert, who specialises in "trade and financial sanctions, export controls, bribery, money laundering and health and safety", I'm guessing only the Guardian will do when it comes to comment? She know's her stuff.

You must be truly blinkered if you think banning export unless part of joint procurement measures is a hand of friendship.

To use your analogy "hey Burnie, btw those heaters you ordered independently of our deal wont be shipped, because we've banned our suppliers from selling them to you. No problem Bob, those freezers you ordered are also on hold until that ban is lifted". does that sound like a conversation two friends would have?

I’ve asked once and I’m not the only one but I’ll ask again. @JohnD @noseall How many units have been procured by the EU and where have they gone to?

That's not the point.

"Hey, Bernie, there's a cold winter coming. Us neighbours are getting together to buy some heaters. Do you want to come in with us?"

"Heaters, Bernie. Don't you want some?"

"We're ordering the heaters today Bernie, how many do you want?"

"I do need some heaters, but I'm not a member of the village. I mean I didn't hear you. I mean I heard you but I was too busy watching telly and didn't respond. I wonder where I can get some heaters?"

He does not need heaters

He has a Johnson and Starley reno boiler

The EU is stalling or blocking PPE equipment being sent to some countries in the Balkans ;)

They have complained about it
