The counter argument is that the most extreme scenario model you are talking about (RCP 8.5) successfully served as a vital "Ghost of Christmas Future" by showing the catastrophic reality of a 5 degree centigrade warming scenario. By illustrating the absolute worst-case outcome, it shocked global policymakers into investing heavily in renewable energy and emission-reduction policies. That worst case scenario has now been retired because it achieved its goal: it forced humanity to actively bend the climate curve away from disaster.

Can we use the same tactics concerning immigration?
I think if all western governments championed the absolute worse case scenario that could be imagined, and encouraged (sometimes forced) every citizen to go along with the narrative then it wouldn't be a problem for very long at all.

That's what is happening sort of. Right wing populists who are desperate to be popular so that they can attract more votes so hopefully they can get into government and then exploit their entrusted power to gain personal wealth, are exaggerating the immigration statistics and stoking anti-immigrant fears, creating a crisis narrative.
This is why many people today believe there is an immigration crisis that will ruin the country despite the levels of immigration having fallen significantly.
