It's already been decided he's got to go. He is bringing the whole conservative party down and he has served his purpose. The booing at the jubilee was the final straw

The rules seem to have been changed too - a leader did need to get a 15% margin to remain in power. In May''s case they held a secret vote about the can't have another vote for 12 months. It was in a sealed envelope and all they had to do was threaten to open it. She resigned.
There appears to be 3 factions at work according to some pundits. To keep them together it seems they may need a centrist which would mean ditching the current cabinet.
IMHO people who want to keep him are perfectly capable of sticking a letter in and then voting to keep him. Fits in with the speed of getting the vote as well - as well as some other Tory factors on how they work such as leader elections.
