the only way to stop cowboys is not to allow any gas appliance or fitting be sold to anyone other than a registered engineer or a person presenting a gas prescription from a registered engineer.i.e - engineer surveys site, and supplies customer with a certificate to purchase,valid for x amount of days or weeks. If engineer has not installed the appliance within time limit he informs corgi who then can inspect site for an illegal installation.

It'll never happen. Too many vested interests. In a survey 3 or so years ago people were asked - basically we don't llike a big-brother state and would find the suggestion too intrusive.
The "problem" is that very few people are killed by gas-related incidents, relative to other causes.
For instance there are more innocent people killed by police cars chasing yobs.

Whatever next :eek: Believe it or not, there are an awful lot of people killed by accidents while cooking. Should we all be accompanied by qualified chefs when purchasing groceries. With views like this, no wonder we're living in a nanny state.

Or be confined to the ground floor until we have got our stair climbing licence.
 
Last year 8 people were killed as a result of people operating disabled scooters (6.5 more than through dodgy electrical work:) and a 1,000 more suffered serious injury. I suggest a person with red flag walking before all users of these scooters :D
