The arrival ones are, which is the equivalent of the Dover booths. Although that's not a great example for your case as we now get slower processing by air too.
 
It's standard shift pattern planning. No leave is approved and overtime is available for those who want it. Plus other staff who are trained but do other jobs can backfill.
Do you not think they did that already?

No, it isn’t. The arrival border force booths at airports are in their own country which is to polar opposite to the French border force booths in the Dover. There are no booths at arrivals at ports - you drive off the ferry/train and away you go.
