Earth Reading

Can someone please explain the implications of a high earth reading? What will need to be done to remedy this and will any subsequent action be our responsibility or that of the company supplying electricity to the property (they way Transco are responsible for the gas supply into the property)? Many thanks.
 
Depends if you have a TT supply (an earth rod). If you do, the earth is your problem.
 
Were was the reading taken from? Was it the incomming earth or a circuit earth?

Who measured it, and told you it is high?

What sort of supply earth do you have?

If the phase-earth loop impedance is too high it means that in the event of a live-to-earth fault the current circulating in the faulty circuit may not be enough to operate the overcurrent protective device in the time prescribed (5 seconds for fixed equipment, 0.4 seconds for socket-outlets). In extremis it means that exposed conductive parts (e.g. metal switch plates) may remain live.

It's also your problem if you have no earth terminal provided by the DNO.
