Dave, cooker is a flueless appliance. The regulation requires an openable window or some such form of vantillation otherwise there is a risk you could pass out due to depleted oxygen levels.

Oxygen in the kitchen supports combustion, which is converted to carbon dioxide during combution process, oxygen level thus dropping and carbon dioxide level rising. You are cooking in the internal kitchen with no means of ventillation, soon you will start to feel woozy.

9b stipulates in the following section

(9) Where a person performs work on a gas appliance he shall immediately thereafter examine—

(a)the effectiveness of any flue; .
(b)the supply of combustion air; .
(c)its operating pressure or heat input or, where necessary, both; .
(d)its operation so as to ensure its safe functioning,

The important difference is that a cooker will only be on for an hour or two a day while you cook the dinner. Whereas a fire is a space heater and could be on day and night in a cold snap.
