So regardless of materials used outside, why did a 24 story building not have a proper Fire Alarm system when the LA impose a proper wired up fire alarm with a control panel on 3 story HMOs, which are a lot smaller than high rise blocks? So why force private landlords of HMO to install a BS approved fire alarms and yet their own housing stock appears to have lacked one?
