The lights in my apartment are operated by a key card light switch near the entrance. This is similar to what you find in hotels. It has stopped working. How can I get it working again? The lights won't come on without it, as far as I know.

Apparently, the key card type are often able to be activated just by sticking a random piece of card into the slot?
Try that.

Otherwise,
The card is damaged
The reader is damaged
The fuse has gone

In hotels I usually stick a visiting card or a random 'loyalty card' in.

Hi It initially started to work but only after several attempts at placing a card into the slot. Now it doesn't work at all.

Why?
Do you own the "apartment" or do you rent it?

If the latter,
get the Landlord to fix it.

If you own the apartment
remove (Short Circuit) such an inconvenient device.
How do you short circuit it? How do you open it? Do you take it off the wall?

Although you have not posted a photo,
presumably it will be something like the item below.

From the diagram in the "Description" it would seem that the cover (of this unit) just pulls off to expose the screws attaching it to the wall.

Turn OFF the circuit breaker,
remove the cover,
unscrew the device,
connect Line-In and Line-Out.
(Disconnect and insulate the Neutral - to stop the device from drawing any current.)
Screw the device back on the wall,
replace cover
and
turn ON the circuit breaker.

If it is mounted on a wall-box,
you could just join the Line-In/Line-Out wires within that box,
insulate the Neutral
(using appropriate connectors)
and
use a Blank Wall-Plate to cover the box.

(Note that any connector for the Line wires MUST be rated at least as high as the rating of the circuit breaker.)
