So you’re saying every council uses a 30 year plan ?
It is general method of showing viability over the long term. I expect all council use ;long term financial planning but I haven't physically looked at every one.

It's where a 30 year plan is very relevant, that's where the longer term "worth" comes in.
And when isn’t used it’s irrelevant. Making your argument the same. As it’s all supposition
 
Councils are glad to get rid of old housing stock and build new ones.

It’s that simple.

I would imagine they probably like to own as many properties as possible, for the power and control it gives them.

Also, they probably don't like the uncertainty of RTB.
