To be able to hit all the joists like that is quite an achievement

Somewhere there should be an insurance certificate displayed (employer and/or public liability).
Make a note of the insurer's name and cc them on the letter to the building owners advising that they get a structural engineer to inspect it.

it must have taken a bit of effort to scollop those joists out to allow the D/Ls to fit.
Surely it would have been easier to simply cut a 5 inch section completely out of the timber with a panel saw??

But on the bright side (pun intended), at least the cracks forming in the ceiling below will be easy to spot with all those lights.
That is pretty impressive.
You've got to admire the spark's commitment; it would have been easy to just mount the DLs in the plasterboard, but s/he wasn't afraid of a bit of woodwork!
To get so many of them in the joists also requires some serious planning.
