It does seem odd! Which book, or type of book (and what vintage), did your posted extract come from?What makes it even more remarkable is that the guy who wrote the book seems to specialise in "proper" electrical text books.
Ah - thanks! Are you sure that you're not 'misleading' us by showing us just one page when there are other bits (maybe whole chapters!) about testing, test instruments etc.? The index indicates that there is a section on 'testing' which spans from at least pages 142-156, and which encompasses continuity, IR,. EFLI and RCD testing to name but a few things - none of which can be done with a hammer, wheel brace and sharp knife!Click the image.
