This report says it has several safety concerns regarding the electrical installation:

No current inspection certificate, surface wiring and a plastic CU mounted on a timber board.

These are safety hazards, condition rating 3.

It seems likely that a partial rewire will be required.

Why is surface wiring a safety issue?
 
IMO surface wiring shouldn't be a code, I can't see any reason why it would. None of these points require immediate action or even any action at all, existing installations are not required to be upgraded to accessibility standards, etc., and a C3 is only a recommendation anyway.
 
I don't know why he insists the back board on which the board is mounted is such a big deal.

Don't anybody point out the joists and floorboards to him.....
