I don't get this. Why would we have to subsidise ? Would the Spanish not just pay more for their fish?
The Idea of Spain putting a Tariff on the fish would be to up the price so the Spanish People could not afford it , so lumbering the Falkland Islands with a product they cannot sell (Because they are part of the UK ). Spain could always go elsewhere for a cheaper commodity

Where would they go to buy else where? Would tarriffs to Uruguay or Argentina be more favourable than what we would get. Would the Spanish eat mackerel instead.

Err, the EU won't be 'punishing' Spain.
That'll be solely down to Brexit!
(remember who voted to leave the club?)

As for tariffs/deals, then size matters.
So who would get the best rates? The UK (population 65 million) or the remaining EU nations (population 445 million)?

As for eating different fish, then since most of our traditional fish have moved out of our waters we'll be getting used to such delights as anchovie/sardines/squid and chips.
Or pay more!

But if Spain did move onto mackerel then they'd get it from Iceland/Norway (where the fish have headed for) tariff free!

No...Because the EU wants the UK to be in the single market.

It is Brexit Britain that appears to want to crash out with no deal, thus by default triggering WTO rules!
Tariffs would be 'tit for tat', and often at the whim of some loony leaders in various countries.
(for example look what's happening unilaterally with steel tariffs - and the idiot forcing that!)

The rest of the EU are protected internally, and that's what is was designed for!

Or to put it another way, being in the worlds finest and largest Single Market, and being a leading member who helps set the rules, has considerable advantages to both parties, including the sale of fish from one country to another, with no tariffs.

Resigning from this, and being determined not to be in one of the available free trade treaties, has some downsides.

But we all knew that. If Brexit Britain has decided to punish the Spanish fish-eaters, as well as its own citizens, nobody seems able to stop it.

So why are the EU in Arms about the US putting Tarriffs on Steel etc etc but feel it's OK to put tarrifs on our goods and services towards the UK

I think you are misunderstanding the thinking behind tariffs. Tariffs are used to discourage people eating/using/buying an imported cheaper or better quality or simply more preferred (fashionable) product in favour of them choosing an internally produced product. This may especially be in the case of a product that is state supported in another country. Tariffs protect the internal market, thus protecting jobs, raising living standards, increasing tax revenue, etc.
Internally produced for Spain is produced anywhere in the EU, or one of the other countries that have a trade agreement with the EU.
Tariffs are not designed to punish an indigenous people.
