Why don't they have one now and let the people speak for themselves, if these people decide they are happy as part of Ukraine, then that would give the Ukranian government the legitimacy it lacks.

After 8 years of Russian control, it still wouldn't be a fair referendum, and it wouldn't be accepted by Ukraine, to whom that region belongs.
How could Ukraine organise a referendum in a region that is controlled by Russia?
Russia would again refuse to allow international observers in to oversee the referendum.
