So if we had, for example, 20,000 more police officers (including 1350 firearms officers) would that stop a murdering lunatic or would it mean that the murdering lunatic would be stopped more quickly once they had started murdering?

As a direct response to your question - I don't believe putting any number of police officers (armed or not) on the streets would have prevented the last three mass murders.
