I did say "could".
The fact that the "already parked" motorist had a blue badge was not initially apparent to the "irate" motorist. It appeared that the "irate" motorist thought he had more right to the parking space than the "already parked" motorist, but on what grounds? Disability or race?
Also "race" was mentioned, apparently be the "irate" motorist.

This is highly misleading and doesn't make any sense. What they are trying to say is - its not an offence to stir up dislike for a person, be mean, rude etc.. but if its based on race or religion (or lack of religion) then it become an offence.

So, then - it IS an offence.
I think you might have chosen a poor example because inciting racial or religious hatred IS already an offence.
I am struggling to think of a true example of doing something which is NOT illegal - i.e. something you are allowed to do - which, if only done because you hate someone, leads to you being charged only with hate crime, not that which you actually did.

Only got to watch the crowd at the Rangers/Celtic match and they'd make a fortune from the fines. Whole stands wold be arrested.Reading some of it , perhaps they should turn up at most premier league foot ball grounds , they could make hundred of arrests
