I'm wondering why those disable parking spaces are positioned there and why they are empty.

unfortunately they are advisory bays like advisory cycle lanes. They have no meaning and able bodied people can park in them.

It would appear that whoever painted them needed to look at the parking needs of the road first and find something that could work.

I've never seen 'DISABLED' written in such a large size beside a legitimate parking space...

They are legit : advisory disabled bays. They need additional signage saying disabled parking only to be enforced.

It's a rough area. You don't want to be hanging round there on a Sunday night. Unless you want to end up in a wheelchair....
