The second office is "just an office" i.e. Not an entire city hall.
Khan aims to move out of the existing City Hall as it costs £12 million in rent and rates per year and move to a site near the City Airport. Then have a second base in the centre to allow him to attend meetings
Of course, if Maggie hadn't sold off the GLC building to a Japanese hotel consortium they'd own a site in central London
