Looks like it - although sometimes the wire end snaps inside the insulation.

Hopefully you haven't screwed through the 3 core by mistake
It sounds like a strapper is not working.
Could be a fracture inside the insulation.
Could be wired wrongly or not present.
Could be a faulty switch.
If it has always acted in this way to the best of your knowledge it could have been incorrect in the first place.
A conductor might be missing completely.
It needs testing and drawing out if you are capable of doing that safely.

No I had this the once, the carpenter had put a screw through the cable, it broke just the black...
Replace the switch, if no joy bell out the 3 core.
