You could buy a new smartphone for less than the price of a passport and download the app.
Yep, without the country going to the effort of having to setup the infrastructure and systems to print these passports let alone ensuring that other countries will accept them.

It's just not going to happen.
 
Do you have a passport and a smart phone ? If you have both, which was cheapest and which lasts longer ? Why not get your UK passport as an app ?
Passport lasts 10 years, I change my smartphone on average every couple of years but then again, the passport only gets taken out of the safe two or three times a year at most whereas the phone is constantly with me and gets used about 50 times a day for calls, texts, photos, payments ets etc.

I know it’s splitting hairs but come on, among those that go to pubs, clubs, restaurants, take flights, sporting events, theatre doesn’t have a smartphone or a passport or a driving licence or a credit/debit card? A vaccination pass could easily be loaded onto them.

Maybe there’ll be two levels - domestic and international. Surely if those countries accept our passport, they could accept a Covid visa that is attached to that passport.
 
Shapps confirmed that the Government will be modifying the NHS App to be used as a Covid Passport.

Is it possible that the British Government, led by notorious liar, the dishonest, deceitful, untrustworthy Buffoon Johnson and his oily acolytes, cannot be believed?

That might work, a simple thing you can print out and attach. Although I think Visas are issued by the destination country, so it'd require all the other nations to agree what that standard is and find a way to verify it. Maybe even a trip to the relevant embassy.

I prefer the App.
