If they didn't, they surely must have made their decisions on Level of restraint based on how Floyd was at the time of his arrest.

When Kevin Clarke was killed by police, it was probably because he was mentally ill, not because he was black. Wouldn't you agree? it's just chance that they ignored him when he said "I can't breathe."
