When proving one's identity is required, it is reasonable to ask women to prove who they are when producing photographic ID, e.g. licence, passport, etc.
When one is merely proving one's eligibility, by producing something like a utility bill, etc, there is no requirement for anyone to prove their identity because there is no photographic ID with which to compare the person.
