One can hold a passport for a different country, but that would not entitle you to reciprocal treatment. An EHIC card does show that one is entitled to reciprocal health care.OR:

Quite possibly. I'm sure each country has its own mechanisms and peculiarities.The result was obviously the same, but the details, order and who did what were different.
