I don't see the harm if it's 'strictly voluntary'. In the meantime, I'd assume Egypt will play a large part accommodating the population whist the re-construction happens.

Those who leave will never be allowed back. No matter what promises they are made.
Possibly in the case of Somaliland, Egypt would ensure that any accommodation there would be strictly temporary.
Somaliland is a rogue region breaking away from the pirate nation of Somalia - the UK doesn't recognise it, but Israel does as a bid to get to grips with the Hootis. Saudi Arabia would welcome an ally in the strategic region as a way of keeping their Southern border secure.
